Plan International IndonesiaYouth Economic Empowerment YEE ProjectKIAT MUDA projectTerm of Reference Baseline Study, Labour Market Study and Private Sector EngagementOctober 2016 Background Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice. Plan’s vision is a world in which all children realize their full potential in societies that respect people’s rights and dignity. Plan International Indonesia will conduct 18 months the KIAT MUDA ICT project to train 240 hours 110 disadvantaged youth, out of school young women through the criteria; poor, have good willingness to received vocational training, unemployed, school dropouts, migrants, living disabilities, working in the informal sector with low wages, aged 18-29 years old, at least 70% of whom will be women, in market-driven IT and employability skills in partnership and close collaboration with the Bekasi Vocational Training Center CEVEST/BLK, the Indonesian Government specifically the Ministry of Manpower and Transmigration, and various local and multi-national companies. At least 70% of trainees are expected to be placed in full-time IT-related jobs within 3 months of graduation, earning at least minimum wage approximately USD 230 per month. Typical entry-level jobs will include IT support, network administration, and website maintenance and development positions with local SMEs, national or multinational companies, including larger companies such as Panasonic, Jawa Indah Casting, Kimia Farma, and EPSON, and smaller companies drawn from the Jabodetabek and Cikarang Industrial Parks. The project funded by JPMC foundation. At the beginning of KIAT MUDA Project, Plan Indonesia need to conduct a baseline study and labour market studies and private engagement and Mapping IT skills. Those studies are conducted in order to analyses supplies and demands of labour market situation in IT sector. The studies will give recomendation of action to support the project strategies, framework and intervention, it will help YEE team and CEVEST team in implementing KIAT MUDA project. Objectives and expected output of baseline study and research Objectives of the study The overall goal is to assess the youth employment situation in District and City of Bekasi, in particular for IT-related jobs. The study consists of baseline study and market demand study. The studies must apply gender lenses. Scope of studyThe intended study will cover three main areas which are detailed as follow. Consultant is expected to elaborate more detail on what should be covered under each scope of study by detailing the research questions, component of analysis and detail proposed study method. Baseline study to analyze what is the youth situation employment in Distric and City of baseline survey is to provide description of youth situation analysis to get a comprehensice picture of female and male youth unemployment situation in District and City of Bekasi, applying gender lenses as basis of analysis. This includes the study and analysis on geographic and demographic profiles of District and City of Bekasi. The study has to provide benchmark that will be used for evaluating the project and provide recommendations of action to support the project strategies, framework and intervension. Assessment and Mapping on Center for Vocational and Extention Service Training CEVEST BEKASIThe assessment and mapping will provide information on updated situation of IT/ICT department in CEVEST Bekasi, covering the module/manual used for training, number of trainer, trainer competency and capacity, training infrastructure, training management, budgeting, recruitment of participant, training and placement activity, collaboration with private sector, assessment will provide recommendation for IT/ICT module review and development, upgrading the skills of instructor to meet market demand and to support project intervention in CEVEST Bekasi. Labour Market Study and private sector engagement [100 companies]The study has to apply gender lenses. The study aims to provide information in regards to supply and demand and emerging trends of labour market situation, in particular for IT/ICT related work. The study needs to identify the demand for types of labour and skills derived from the need of the private sectors to produce goods and services. Firms choose their staffing levels according to a number of factors, including the cost of labour; the productivity of the workforce; the current and anticipated level of production; and the price that the firm can command for its output.[1] Job opportunities arise when firms expand their operations and when firms replace employees who are leaving their jobs, such as retirees. It is also to define the number of IT/ICT related companies in Jakarta-Bogor-Tangerang-Bekasi, including Jababeka and Cikarang Industri Park, along with their characteristic of business, current employement opportunitiy curent most popular occupation requiring, range of salary, employment sector and employer demand education, skills requiring, other qualification, etc. for new entry level. The studies aim to give recommendations of action to support project strategies, framework and intervention especially on providing the market driven-based training, job placement and collaboration with private sector in the beginning of the projec. It will help YEE KIAT MUDA team in implementing projects in CEVEST Bekasi. Methodology The survey will apply combined qualitative and quantitative approach through secondary and primary data collection. Gender-sensitive approach is compulsary in all stage of the studies. Alternative of methods are in-depth interview, closed questionnaire, and FGDs with various stakeholders such as representatives of Business association KADIN and APINDO, IT / ICT companies association on district, provincial levels and natoonal level, community groups, representatives of business and academic, etc. Capturing the voice of young people, in particular women, is compulsory. Applicants should outline in more detail the methodology, including proposed key questions. Survey Team The consultant team should represent expertise in the areas of ICT business sector, gender, research, and government laws and policies. The team should establish strong coordination and communication with Plan Indonesia. The consultant have to follow Plan International’s survey standard and Child Protection Policy.
